Why is there a need for a Neighbourhood Plan?
Everybody has an opinion about development in their local area.
South Gloucestershire Council faces increasing pressure to provide enough housing to meet demand in the next five years. The Parish Council believes that the best way to influence the scale and nature of this development, should land be identified in Pucklechurch Parish, is to develop a Neighbourhood Plan.
A Neighbourhood Plan provides a way for local people to have a say in the future development of their area. South Gloucestershire Council would have to take our Neighbourhood Plan into account in determining where and what kind of housing, shops, and infrastructure to approve for development. A Neighbourhood Plan cannot, however, block all development in an area.
The government gave communities the right to have a say in local development through the Localism Act 2011. A neighbourhood plan is a document that sets out planning policies – policies that are developed by local people rather than the local planning authority. Once the plan is drafted, the whole community decides via a referendum vote whether the local authority should bring the plan into force. The legislation gives real legal weight to the policies developed by people who live and work in the community.
